Barry Coulby brings more than 20 years of leadership experience in energy infrastructure development and structured finance. He previously served as Chief Financial Officer and Treasurer of ComputeNorth, overseeing corporate finance, capital structuring, and enterprise-wide financial operations.Before that, Barry created and led Exelon’s structured finance group from the ground up, managing a ~$6 billion portfolio spanning more than 8GW of wind, solar, biomass, and non-renewable power plants. His career reflects a consistent ability to design, negotiate, and execute complex financing strategies that enable large-scale energy projects.Barry also serves as Board Treasurer of Shields & Stripes, a nonprofit dedicated to helping veterans and first responders heal—underscoring his commitment to leadership that extends beyond the energy sector.

Alan Stringer

Alan Stringer brings more than 30 years of experience in the development, construction, and operations of large-scale infrastructure assets. Over his career, he has developed and constructed more than $12.5 billion in power generation facilities, including $8.5 billion in utility-scale solar projects.Before joining Parliament Energy, Alan served as Senior Vice President of EPC at First Solar, where he led the construction of over $7 billion in solar projects and oversaw engineering, procurement, and on-site execution across the company’s global portfolio.Alan previously led global operations for AEI LLC, a $10 billion revenue infrastructure platform, managing diverse energy and industrial assets across international markets. His leadership reflects a deep track record of delivering complex projects safely, on time, and with the operational discipline required for long-term asset performance.

Chris Maslanka brings nearly 14 years of experience in renewable energy development and capital markets, with a track record of structuring and executing complex financings for utility-scale projects. Before joining Parliament Energy, Chris served as Head of Capital Markets & Asset Strategy at Deriva Energy, a Brookfield portfolio company, where he raised more than $1 billion in debt and tax equity to support portfolio growth.Chris also played a strategic role in the sale of Duke Energy Renewables to Brookfield Renewables, helping align capital strategy with transaction execution. Prior to Deriva, he spent nearly a decade at NextEra Energy Resources, supporting both development and capital markets initiatives across one of the largest renewable platforms in North America.His career reflects a consistent ability to bridge development, finance, and strategic execution—bringing disciplined capital formation and market insight to Parliament’s growing portfolio.

He previously held senior roles at TPI Composites and First Solar, where he managed global budgeting and forecasting cycles, implemented enterprise financial systems, and supported multi-billion-dollar capital and manufacturing projects.

Geoff Dewhurst
VP of EPC

Geoff Dewhurst brings more than 20 years of experience delivering utility-scale solar projects across the Western U.S., with over 1 GWAC successfully interconnected to major utilities including PG&E, SCE, APS, NV Energy, and CAISO. He has led EPC execution, owner-representation, and field operations for large renewable projects, managing diverse labor forces and ensuring compliance with rigorous environmental, health, and safety standards.Before joining Parliament Energy, Geoff held senior EPC and project-execution roles at KG-Renewables, Solar Proponent, and First Solar, directing multiple 100-MW+ projects from development through construction and operational turnover. He also serves on the Advisory Board of BWG Strategy, contributing industry insights across the infrastructure sector.
